Over the years Westcorp has earned a solid reputation in the industry for having the best people on staff. In addition, Westcorp has developed strong relationships with key associated professionals and suppliers providing us with a talent pool extending well beyond our office. 

Philip J. Milroy, President and CEO

Phil founded Westcorp in 1980. In 1984, he earned his Certified Commercial Investment Member (CCIM) designation. For seven years, Phil participated on the Board of Directors of Junior Achievement of Northern Alberta. He is currently a member of the International Council of Shopping Centers as well as a Board Member for the ManCap Foundation.

Keenan Chow, Vice President, Finance

Keenan Chow

Keenan joined Westcorp as Director of Finance in 2003 and was promoted to Vice President, Finance in 2013. He oversees the accounting and finance group and is responsible for corporate finance, financial reporting, taxation, and insurance. Keenan received his Bachelor of Commerce with Distinction from the University of Saskatchewan in 1999 and received his Chartered Accountant designation in 2002.  He is currently a member of the Institute of Chartered Accountants of Alberta and the Canadian Institute of Chartered accountants.

Tom de Wolf, Vice President, Construction

Tom de Wolf

Tom joined Westcorp in 2012 and is responsible for executing the company’s construction program. He graduated from UBC with a Bachelor of Applied Science in 1975 and has worked primarily in commercial/residential development and construction. Throughout his career, Tom has volunteered extensively with professional, trade and community organizations. He is a registered Professional Engineer and LEED AP.

Chris Hawley, Vice President, Property Management

Chris Hawley

Chris graduated with a BA in Economics from McMaster University in 1981.  Since graduating, Chris has worked for more than 25 years in the property management field with both residential and commercial experience.  He worked with Canada Trust in their real estate division, managing their Toronto portfolio, and on the commercial side, he worked with Oxford Development Group managing their commercial portfolio for Ottawa as General Manager.

Gail Temple, Director of Development

Gail joined Westcorp in 2007. Her past experiences as a professional educator, coupled with her volunteer efforts with community residents' groups and business associations, led her to the development management field in 2002. She has fulfilled the lead role on many complex development applications and, in addition, has represented the industry as an executive on the Urban Development Institute (UDI) Okanagan board for the past six years, two years of which were as its Chair. Gail is responsible for Westcorp's development applications in both Edmonton and Kelowna.

Hans Von Bloedau, Vice President, Hotels

With over two decades of experience in Hotel Management, Hans joined Westcorp as Director of Hotels in 2012. He was promoted to Vice President, Hotels in 2013. Hans started his hotel career with Westin Hotels, then he joined Coast Hotels and Resorts where he held various positions including General Manager for the Coast Edmonton Plaza Hotel and Regional Manager for Alberta and the Northwest Territories. He was the opening manager of the Coast Coal Harbour, the company’s flagship hotel in Vancouver. Hans graduated from the hospitality program at Ryerson in Toronto and possesses various certifications in hotel management including his CHA (Certified Hotel Administrator), CFBE (Certified Food and Beverage Executive) and CHT (Certified Hospitality Trainer). He has been involved in numerous industry organizations including the Alberta Hotel and Lodging Association, the Edmonton Tourism Partnership Council and the Alberta Strategic Tourism Marketing Council (STMC).
